The Role of the State in Agricultural Trade in North America

This brief paper examines the role and operation of the Commodity Credit Corporation (CCC) in grains in the context of the totality of government activity in the North American market. We recount the origins and history of the CCC and then concentrate on recent reforms and current activities. A final section considers whether the CCC is consistent with further liberalization of the grain market in North America.
